I diced a potato, sauteed it for about 10 minutes. Then I added a chopped onion and let it cook for another 15 minutes. I added egg and put it in the oven, discovered the potato bits were still mostly-raw, and posted.
Do you have an oven thermometer? I'm wondering if your oven isn't actually reaching the 425 that you've set it to. A lower temperature might cook other veggies but leave potatoes pretty much untouched.
I have bad luck with cooking potatoes in my slowcooker/crockpot thing. The potatoes are still hard and everything else is mushy and good. I was thinking, maybe the potatoes are at fault.
On the other hand, I Have no problem cooking diced potatoes in a stir fry summer all-the-vegetables sort of dish. Brown everybody up (around 10 minutes) then turn it down to the second mark and let it simmer for around 10-15 minutes more.
Perhaps there are anti-nightshade rays bombarding your kitchen?
